[III Released] GTA3 Downstate Liberty

The Downstate Liberty is the first map modification I ever made because I used to feel like over half of the GTA3/LCS map had a lot of unused potential. Someone on GTAForums is actually working on a mod that opens up this area and adds some countryside and small towns to the map. I intend to fulfill the original map's gap. The Liberty City now consists of five different boroughs (Portland, Staunton Island, Shoreside Vale, West Port, and Carcer) that are all separated by water and three habitable small islands (Happiness Island, Recharge Island, and City Island) that player can visit after unlocking Staunton Island.

The real life counterparts

Portland — Brooklyn and Queens

Shoreside Vale — Long Island and The Bronx

Staunton Island — Manhattan and Roosevelt Island

West Port — Staten Island and Yonkers 

Carcer — Rust Belt

Happiness Island — Liberty Island

Recharge Island — Randalls and Wards Islands

City Island — City Island

Hearse Island — Hart Island

This modification also added nine extra vehicles (Hachura, Campus, Brigham, Deluxo, Bulldozer, Ranger, Panto, Luton, and Buggy). The Deluxo is a flying car, and it can be spawned by pressing the Insert key. Almost all unpleasant rooftops across the Liberty City (3D Universe) were fixed to make it look better while aircrafts are flying above them. I also worked on collision files to make all tall buildings solid, but I later give up in order to avoid crashes and problems during the gameplay.

This map mods included in the assembly belongs to their legitimate authors. I just selected for compatibility with each other that will have made the previous version of GTA3 to feel more like the Downstate New York in 2001. All credit goes to Rockstar Games for original textures used from GTA3 and GTA LCS on mobile platforms.


Update for Windows 10

 

However, GTA3 is an old game that had been designed for outdated versions of Windows, and it appears that many Windows 10 users are unable to run the game because GTA 3 has some compatibility issues with Windows 10, making it unable to launch properly. Fortunately, all plugins for downloading at the link above can solve these problems, and allow player to relive the glory days of GTA3 in the 2000s. The downloaders are allowed for sharing their roaming on YouTube, and hosting this mod on LibertyCity and The GTA Place.

Hello, just registered to post on this thread. This mod deserves more than 3 replies on an internet forum. Are you going to continue development? That'd be awesome.

 

Just a few thoughts, if you'd care to listen to suggestions:

 

- The areas are great, but it's awkward to access them in such a roundabout way. Having highways is cool... on land. Not only do they look very weird sitting on water, accessing the islands should be a lot more convenient given the distances involved.

- Right now we need to go to Staunton / Shoreside to access the islands, which means we need to play the game for hours before checking out what the mod does. What I did instead (and everyone else will do) is use cheats to get there faster. We're all GTA 3 veterans, so I wouldn't worry about keeping vanilla game balance.

- I found out that you could press 'insert' to generate a vehicle. This is a must when exploring the map, you should include that in a readme or thread information.

- I know it's a tall order, but consider making it 1.0 and ModLoader compatible.

 

I really liked how you integrated the Liberty City Bank into a wider area and Liberty Island in particular looks amazing. I'm already imagining it full of tourists traveling there by ferry.

 

All in all, great mod. Congratulations on the great effort. I hope you keep us updated!

I actually share a lot of sentiments OP had in my Liberty Max concept, though mine is more focused on maxing out the potential concepts lost in development and acheviing a truer vision

Yes, I am going to continue it since I have realized that some users complained that GTA3 is not working on Windows 10/11.

i took gta 3 just snow city and added modloader and the upstate country mod.

im sure this would work too especially if you use it on a regular gta 3, i had to start a new game though.

Okay, if you want to see the working paths, you will have to do the following operations.

Make sure the .exe file is version 1.1 (unpacked, size 2,379,776 bytes).
Delete the following files from game directory:

d3d8.dll

ddraw.dll

dinput8.dll

SilentPatchIII.asi

Delete "Script" Folder.

Next, download the archive and unpack it, confirming the replacement of files.

Move III.Cleo.asi file to the "plugins" folder.

Done, you can launch the game.

The paths work only with the limit adjuster by Vitlgt, which is loaded only by another ddraw.dll.
This asi loader unfortunately does not work with SilentPatchIII.asi.

If you can make the limit adjuster work with other .asi and .dll plugins, please let me know.

I would like to warn you right away that due to the presence of restricted areas caused by opcodes 022B and 01E8 in the main.scm, there will be no traffic in some locations. My cleo script deletes these areas, but for these paths to work fully, you need to start a new game. I would also like to draw your attention to the fact that the script deletes ALL restricted areas, this may possibly affect the operation of standard missions. I have attached an clear main.scm to archive, which naturally lacks these areas, you can fully enjoy these paths.

By the way, for some reason the game wouldn't start because of the presence of gtatitles.mpg and logo.mpg in movies folder. If your game freezes before entering the menu, delete these files.
