shotguns are still basically grenade launchers

In most games, shotguns are given the "hand cannon treatment," i.e. they deal a ridiculously high amount of damage at close range but that damage becomes near-useless at medium range. They are basically able to kill any given human NPC in one shot. Also in most games, vehicles not only have a higher amount of health than human characters but they are also given special properties that makes bullets ineffective against them.

 

The problem with classic GTA games is that vehicles are simply given a higher health bar than humans. Shotguns, being able to deal like 500 damage with each shot, thereby become anti-vehicle hand cannons. Now, I get that Rockstar wanted to preserve the feel of these old games with the Definitive Editions but for chrissake why did they not bother to fix this one simple issue!?

eh its not that drastic, regular shotgun only deals 90 damage or so if all 3 pellets hit. You were driving a cheetah which has extremely low hp compared to other cars, it just seems OP cause usually with 10 uzi shots npcs miss like 7 out of 10 meanwhile here those were two solid shots. It might not make sense but being car-killers is the only advantage of shotguns in old GTA games, that and c-bugging with crouch button to shoot faster.  Well they also knock NPCs down but its kinda useless when you can just insta headshot them with m4 instead.

Or do it after you got all the hidden packages with rhino or hunter
