No, they weren't. Only one source said Louis was involved and this source lacked any evidence to back this up. Sure, there was money inside, but since the brothers lived together, it isn't a conclusive evidence, it could belong to any of them. And, as I said, money can be DNA tested. There's also this van with a recorded conversation, with no voice of Louis anywhere. Given that missions take place in present day (bug in the van, Internet), CCTV would be easy to obtain by Feds, they'd show Louis was never nearby the factory. Possibilities are countless and it's hard to believe such an organization as FBI would make someone guilty just because one dude tries to blame someone else.
