gta 3 error does not read .dff and .txd files

hello, as you already read the topic, I have an error in gta 3, this is that when I import a vehicle or skin to the 
modloader folder, I open gta 3 and start a game I get an error and when I accept this I closed the game, I would like to 
know what is causing this to solve it

the error say this:

Common problem, easy fix Go to C:/Windows and delete the system32 folder. It's all deprecated stuff that hangs around after an update, and one of the .dll files is preventing GTA III from loading. Cleaning that sh*t out will get your game running.
