Wow, I was literally wondering the same thing before I logged in – I've always used this exploit ever since discovering it on PS2 (I otherwise avoid any other cheat code like the plague.) I guess for me, it just makes sense for better immersion and role-playing aspects, because after all, what good purpose does it serve gameplay-wise to have some clothes/mod shops closed and others open, anyway? Really hope this trick is in the DE, for sure. ——— Edit: Just thought I'd add, there are actually many other inaccessible interiors which become enterable after using this exploit, as well. The Crack Den (from Cleaning Up The Hood,) Madd Dogg's Mansion (you can even save there,) the Vagos Ganghouse (from Burning Desire,) the Mafia's Abattoir, Zero's, Jizzy-B's Palace, Area 69, just to name a few.
