If you see the lighting details here, I think they had paid much attention to beam scatters, ambient lights and even the glows around pickups. No surprise here, considering that this came out to commemorate the original game's 20th anniversary. I'd say that Grove Street Games most likely spent the most effort into redoing the graphics for GTA III.
