Weapon Wheel and Weapon Tiers

Remember the weapon tiers? You could only hold one weapon of a certain type and had to replace the one you were holding to upgrade. Well, with the addition of a weapon wheel, will we be able to carry all weapons a la GTA V? Or will we still have tiers and won't be able to cycle through weapons of a certain type?
