It seems that they tried to write the story around a few references made in III and perhaps SA too, but it's all over the place. I could have wrote better fanfic than whatever they came up with lol. If the Houser brothers actually wrote the script they really phoned it in. I guess it makes sense that there would be other mafia families controlling different parts of the city (like actual NY) but they really didn't give good enough reasons for the conflict between the families. It was just Sal going "derp the other families have betrayed me" or some generic stupid explanation like his sudden arrest. This is like GTA 1 levels of story telling. Mang, this is exactly why I have a plan in mind for an LCS rewrite concept thread, so many inconsistencies (sometimes even worse than SA in that aspect), absent context for important story elements (WTF does Sal get arrested for?) and sometimes completely weird stuff just thrown in for the sake of it's existence (Casa's murder, blowing up a whole neighborhood etc.). IMO everything except Toni and the storyline is good, though. If I was in charge of the writing pen, I'd write a proper Italo mob story and maybe even make the gameplay a bit more worthwhile, bringing it up to what would be a 2005 GTA fan's expectations from LCS after playing SA while keeping it simple like VC. I have a lot of good ideas about the rewrite but I'm way too busy with IRL stuff these days, I can hardly get around to work on my mods. I will also be more than happy to read your version of the story when it’s done. I would also personally recommend having Vincenzo Cilli as the main antagonist instead of that Massimo Torini nobody. OT: Yes, I agree with the OP through and through. The storyline for LCS is definitely a bit rushed IMO, in a quite similar fashion to GTA V. In fact, I think it needs a rewrite the second most of all GTA titles, behind only GTA V. I mean, it’s kinda important that Salvatore Leone gets arrested. He’s a mob boss for goodness sake! It wouldn’t hurt for us to know why he got arrested. Some stuff such as Casa’s murder and the blowing up of an entire neighborhood are just controversial for the sake of being controversial. I wouldn’t mind at all if those were cut from the game. It’s kinda one of the many reasons as to why people like Jack Thompson and Jim Steyer are all over Rockstar’s case constantly. All GTAs do it to some degree but none as apparent as this game. I also hated Toni as a protagonist. I don't know why a lot of people like him.
