That 28th nuclear waste

HI

 

I‘m collecting nuclear waste at the moment and just cannot find the 28th one. I already watched yt tutorials to find out the exact location, drove there with the submarine and even swam there but nothing. If there wouldn’t  be only 2 pieces left I wouldn’t care but PLEASE anyone telling me how I can finish that.
