New NPC?

So I was driving in Grand Senora Desert when a red dot pop up on my map so I pull over to see whats going on. Then out of no where's a GUY ON FIRE walks out of the bushes. I shot him with my micro SMG and it takes 4 to 5 clips. Can someone please explain to me what just happened because I almost died.
