San andreas ps2 with outern cover

Hi

Ive seen a sealed san andreas for ps2 with an outer cover, wrapped with shrink wrap. Ive also seen a vcs wrapped the same way.

i did notice it has french text on the back as if they were too lazy to make a new type of case so they made a bigger cover and wrapped the entire case with it.

does anyone know if underneath it has the same usual cover inside the transparent plastic?
