I think some games have less than others, or don't have very old ones (now that I think about it I can't think of any properly senior NPCs in GTA IV for example, although it has a lot of middle aged or close to senior ones). I can't remember for every game but there's definitely a lot in Vice City (Miami being known for its large number of retired senior residents). Probably also there in San Andreas as you remember and in other 3D era games, they all have a variety of different age groups. And they're in V as well - in fact the protagonists even have unique dialogue to say to them when pressing the button to talk (along with other NPC categories that lead to unique dialogue like gang members, tough guys, hipsters, cops etc). Talking to seniors as Trevor will reveal he really doesn't like them lol. You find a lot of them in the 'hood areas of south Los Santos I've noticed. As a side note I think it would've been cool if there was some DLC from the perspective of a younger Gravelli. When looking through his profile on the LCPD database he has crimes dating back to the 1940s.
