My recollection is that GTA3 basically fit on 1 CD. PS2 used DVDs though, but anyway... I thought that they didn't want to use up too much space with radios so just kept them short. But your point is a good one as well - they didn't think radio would be that important so just did a similar thing to previous games.

Actually I didn't like RISE when I first played the game. i started liking the songs a few years later. Same with MSX. GAME has not really been my cup of tea anyway. Along with HEAD they did LIPS aswell just for the game.

You know what I just thought of, what if they re-add that pedestrian and radio dialogue that was cut because of 9/11, since I think it's safe to say time has healed any possible controversy from that by now? Probably not, but it would be cool to see surface.

Chatterbox put their sense of humor on the map. I haven't listened to Chatterbox for some time now, but I remember a few years ago, I just put it on and listened to it in the background. Good fun.

I didn't know they cut dialogue because of that. All I have read is that the game was all ready to go even before.

I don't think it's necessary. We could do without it for 20 years and don't see a reason for that to be introduced now.

The idea of terrorism and a specific and real act of terrorism that actually happened are two things.

Gore is not the same either. RDR2 had more explicit gore than that so I don't see how it fits into your point.

but why would they be removing abilty to shoot off limbs and head from the games, rdr 2 is way gorier than those games, and these really are not games for children, also i dont remember it being a cheat, whenever i played gta3/vc it was default that i was able to shoot off arms and legs, and heads in san andreas

But why would the game ever refer to a specific act of real terrorism? Sure they cut some stuff out relating to terrorism, but that was more of a precaution due to the climate it released in.
