my gta sa andreas lags on a high end pc

well my gta sa lags really hard even when i make low settings, my pc could run gta sa 60+ fps on the max settings and i need help ! 
*i have tried the game on 2 computers 
the first pc spec :
GTX 1060 
4GB RAM 
15
the second pc is : 
ATI Radeon 3000 (not hd)
2.5GB ram 
AMD ATHLON x2 245 
and both have lag on the game 
mods list : only cleo with cheat menu mod

I disabled framelimiter already, i'm already playing on lowest settings but when i do the max settings its lags a lot, here is the question, my pc could run gta sa smoothly on the max settings then why its lags ! 
and also i have silent patch and asi loader already, still lag

bro why would i lie, even my pc isn't high end for you, its also can run gta sa smoothly on max settings ! 
don't you know gta san andreas pc specification?
and also i have played gta sa like 2 years ago on the same pc and its was working fine and idk what happened now, if you dont know how to help then thank you !

guys i'm really need help with that 
someone had the same problem as me and he said ("i fixed it, it was something with the audio"), if anyone knows what exactly he did and how he fixed this audio thing which fixed the lag, then please tell me

I found these on the internet:

 

Load the game up to the main menu.
Press ‘Control’ + ‘Alt’ + ‘Delete’ on the keyboard to bring up the Windows Security panel.
Press ‘Task manager’.
From the new box which appears go to the ‘Processes’ tab and right click on ‘gta_sa.exe’.
From the box which appears click ‘Set Affinity’ and left click to untick ‘cpu 0’.

Right click on folders etc and see if it is write protected or not (it is not supposed to be)

And also, make sure to don't have other programs running in the background.

What do you exactly mean by "lag" anyway? What kind of framerate do you get? And as someone said before, stock SA only runs at 25 FPS maximum no matter how good your PC is. Silent patch raises this to 30.

my lag means that when i set high settings on the game it lags a lot, i was playing gta sa on the maximum settings before and it was working fine
and i wondering why its lags and is there any solution for that lag 

also, when i set the game on the lowest settings, it works in 50-60 fps with silent patch installed 
all i want to say that i can run the game on higher settings, LIKE BRO ITS 2004 GAME 
"why there is a lag?"
