You couldn't save in the original game or the London expansions, not as you're used to anyway. You had to beat missions to get enough money to finish a level. Then the game would save the level you beat and your high score. There are two levels per city. Having said that, GTA Max Pack allows you to use save states. I'm not sure how to do it though.

 if you haven't already figure it out 

what you got to do is press alt enter to get out of fullscreen whilst in the game

and then go to menu and go down to save state and select one of the slots listed 1-9 or something like that to save the current progress in the game

you can also just press alt f5 

and to load a save state just press load state which is below save state and select the slot which you saved the game on

I think the game automatically saves it in the PC version, while in PlayStation you have to use Memory Card and other things.
