Probably Michael/Franklin in Ending A. Using the stock market exploit and doing Lester's assassinations after Ending A gives you upwards of 2 billion for each of the two IIRC. 

 

Without considering exploits, probably CJ, got assets all over the state but idk how rich Tommy/Vic would be in their prime considering they were heads of huge criminal organizations. But I would still say CJ

How many digits is the max amount you can have in VC and SA? I have $99999999999 (however many 9's it is) in both those games because there's ways to make ridiculous money and max it out (namely "Brown Thunder" vigilante in VC and betting on horse racing in SA). You could also do that in TBOGT with the sneaky way of betting on cage fighting where you know which side will win and bet all your money repeatedly, but it's so tedious holding the button down for literal hours to bet it all once you're in the millions that I couldn't be bothered and stopped at 100 million.

 

I don't know if there's ways to max out your money in any of the other games? If not Tommy, CJ and Luis are technically the richest.

I am not sure how quick it is but you can abuse the firefighter sidemission in GTA III. I think you have to press replay when a fire happens and then you have to press it again and the fire is automatically extinguished.

No big heist mission, no missions with big payoffs, no home except a filthy squat, no high stakes betting, no income, no nothing. When I finished TLAD he had $70,000 lol

The stock market isn't an exploit, it's meant to be used in conjunction with the assassinations. They also reduced the overall payout for PS4/XBone and PC versions
