Help! What is this annoying thing?

Can anyone tell me what is this annoying flying white thing in the below attached screenshot? This is not snow for sure.
This appears only on hilly areas during noon.
How do we disable?

You clearly have mods installed as I see a trainer, so I would start looking there first. Looks like a texture replacement gone wrong.

 

If you haven't installed any texture mods then check your graphics card drivers, or check your game's integrity on Steam or the R* Launcher.

I expect Spider-vice has answered your question, It probably is due to the mods you have used or just general file integrity, But I will contribute a few other possibilities anyway.

Are you running a overclock on your GPU? I have had artifacting like that before when I have tried to push a overclock to far, dialing it back a bit solves this.

Same can happen if it is getting to hot. (make sure the GPU is getting plenty of air, check the temperatures while at load and possibly re paste)

Or if it is close to dying. (Refurbing the card cleaning cooling fins, fans and repasting can save its life sometimes)

Or if it is not fit for purpose. (Does the card have the performance in the first place to deal with the settings and mods that you are using?)

Are you having issues in any other games?

FYI it is normally easier to diagnose most issues if you give details of the system you are trying to run it on, and the graphic setting's, resolution etc.
