HELP!!! What can i do to fix this?

I recently started driving in the city to test fps with a new graphic configuration and it is my surprise when I see this ... I tried to set the scaling distance extended to the maximum and it remains the same, I tried to change the MSAA and the FXAA and the same. .. Any solution to this or is it the fault of the game?

It could be because you have your Shader at Normal. Shader has some influence on the rendering of grass.

 

By the way, what are your PC specs, and what display do you have?

It is hard to identify the problem with the grass on a compressed 720p you tube video to be honest with you. 

It probably looks worse on the video than it does for you while you are playing.

But try with no MSAA less AA maybe x8 and at a higher resolution if you can afford to lose some frames, also lower everything you have set to very high to high or normal.

You also have frame scaling on which means you are actually playing at 75% of 768p which means you are playing at about 570p.

Try to play at your monitors native resolution even if it means turning down other settings 

I am guessing that you are on a slightly older pc?, which probably is not a problem but someone may be able to give you ideal settings if we know more about it.
