Loading Bug Concrete Jungle

So i installed gta 4 a couple days go and when i reach the second jacobs mission ( Concrete Jungle ) 

after the cutscene the game keeps loading and loading for long time about 30 min 

i reinstalled the game , deleted all the mods  and nothin workin 

i cant progress any further 

Any help plz ?
