GTA SA - Singleplayer issues

So the problem is when I start singeplayer GTA SA and start my first mission or some, it automatically turns frame limiter and widescreen on and everytime I gotta turn it to off because I can't enjoy it sometimes from worst moments and depending on which mission I'm next, I need serious help from the community and be a happy man until the end.
