anybody figured out how to increase the population

what file do i need to edit in order to increase the number of cars and pedestriens in the VICE?

I'd like to know how too, or see a mod that increases the population and traffic density.  Making cars a bit more persistent would help too, I'm really getting tired of turning around and finding the car that was I standing right next to vanished.  I can't help but wonder if this praise over the game running well is misplaced, perhaps it's more a result of a lack of traffic and popluation as well as cars being cleaned up and removed alot quicker.
