The blue circle sometimes can desapear for a multitude of reasons, so I will list them: If there is any very popular dupe glitch in that type of garage (CEO / Normal 10 car / Arena / etc.) going on, Rockstar can disable the blue circle remotely as an emergency measure to stop a dupe glitch until they find a solution to the root of the problem. If you have been duping yourself and you triggered one of Rockstar anti-dupe scripts that sometimes disable the blue circle in the garage where the offense was made to prevent you from doing more dupes. If you have a "briked spot" or a "linked garage spot" or a "magic slot" where you previously had a glitched car that sometimes get the blue circle locked, some types of "give cars to friends" where the received car is special or have a special parking spot can trigger these problems. More information is required, platform, garage use, if it's full or not, what you have on it and so on.
