I swam underwater all the way around every piece of land in the game (and spent countless other times underwater) and never saw one in years of playing. Must be terrifying to suddenly see one! I've explored underwater for countless hours and never saw one. Apparently they spawn but it's extremely rare, so not sure if you are using mods or not. I have to use mods for my sharks to appear. It is possible to see it once in a blue moon as it as been claimed before,, but regularly ? Definitely not. Not sure about that script, but I believe it is possible to create a Cleo script that activates the shark file and causes the shark to spawn normally in free roam as a dolphin or sea turtle would.
