My personal head canon is that Empire Bay, New Bordeaux, and Lost Heaven exist in the GTA Universe replacing Boston, New Orleans, and Chicago respectively. 

 

I kinda wanna see a GTAO/Saints Row crossover because it would explain all the wacky sh*t.

 

Maybe a Civil War between President Boss and the Saints vs Lester Crest's army.

Could be Mafia, they could pretend the events from all three games coexist in the same universe as GTA, and retcon that Lost Heaven, Empire Bay and New Bordeaux are the GTA versions of Chicago, Boston and New Orleans, even removing some assets that remind of GTA cities, like the Empire State, the Brookling bridge and the LA Observatory in Mafia II.

 

It overall would make the lore of GTA way richer.
