ScriptHookV FATAL: Can't load required directx libraries

After installing latest GTA V version [Epic Games Store] on my pc, I immediately installed ScriptHookV and Menyoo Mod Menu, unfortunately it didn't start whatsoever and it annoyed me, It shows this error saying "SCIRPT HOOK V CRITICAL ERROR, FATAL: Can't load required directx libraries" I searched on google and was told to reinstall or update directx as i did and it didn't help at all, then i decided to downgrade the game version to 1.0.1868.4 and it still did not work, my video drivers are all up-to date, however this whole thing didn't happen in May 2020 when I did the process excluding game downgrading, For some reason it doesn't work now and i'm out of luck, Yes I did read the pinned red message on the header, It has nothing to do with my issue because I downgraded GTA V to the supported ScriptHookV version, Is this an issue with my software/hardware/game or whatever? and if so, is there any solution because GTA IV isn't that fun to fool around in free roam.
