How do I add peds and vehicles to the game without replacing anything? - GTA IV version 1.0.7.0

I have fastman's limit adjuster, but I don't know how I would go about adding my peds to the game without needing to replace any of the peds already there. 

 

Here's a post I found from 2012 or 2013: 

 

"The only things you have to edit to avoid crashes are peds.ide. But it would be better if you would create a file named "newped.ide" and add it to the gta.dat file. Then add the models and texture to the componentpeds.img file. Pedpersonality is needed if you want the ped to be female. Pedvariations will vary the clothing of the character, lets say you added a unique head model for a ped but you don't want to see it on the streets, only via trainers, you just have to set this file up (which I personally didn't). Pedgrp.dat will be needed if you want the ped to spawn anywhere where you place him/her".

 

Is there anything more detailed than this? What are Pedvariations and Pedpersonalities?

I actually really want an answer to this as well. There is a certain mod I really want but it replaces NPCs. I want the new NPCs, but without replacing any. I can't find any answers either.

I'm also currently looking for this option, so nothing gets replaced but added only for example in the native trainer.
