Are the vehicle deathmatches bugged?

The past 3 VDM's (Vehicle Deathmatch) that I have ran, have been in tanks with some players in cars or trucks. The cars or truck that my friends get are the ones that are meant to played with. For example; just today I ran "CnB 9F Bomber Tubes VDM" it is meant to be played with the 9F car. I had 2 players in the 9F and 10 players in tanks. With "FiretrUCK OFF - TYRO" I had 1 player in a firetruck and 14 players in tanks. Could anybody corroborate the bug I am having, and if there is a way to fix this, cause VDM's are quite fun with my friends. We are playing on the PS4 version of the game.
