So IMPORTANT! pls help! How do I change to scuba?

I tried to experiment and find this answer on my own,but...

I made my scuba a saved outfit but it is not there when I need it.

When I am diving into the ocean or skydiving into a lake to escape three Cop Helicopters (I can't believe at one point I thought I was instantly dead when I was chased by one Cop Copter! One Cop Copter against me and my Buzzard is me being a cat playing with a mouse! Two get attention. Three? I need practice and my scuba gear!)

This was just the latest. There have been times:

I need to put on my scuba gear fast. Ususally while I am underwater.

The game doesn't let you change outfits while you are in water or in the air. You have to put it on while you're on land, on foot.

Also, it may not work on some missions.

This. Put the outfit on before you start any missions and you won't have to worry about it. Or, invest in rebreathers at Ammu-nation.
