I think I should know this as a level 69,but I don't.

A little blue dot appeared on the map and it was close to me. It was a cop Patti wagon with a big blue arrow over it. I was on a sale,so I ignored it. 

It happened again and I stopped the Patti wagon and tried to steal it. I couldn't get in it. 4 or 5 cops jumped out but they didn't do anything to me. I even shot one. Then instantly a cop car pulled up and I was killed by them.

 

What was that? Why didn't the cops in the Patti wagon do anything to me? It looked like they were going to fight the regular cops that showed up.

The Patti wagon wouldn't let me in the drivers side or in the back (the doors opened.

You may have encountered the Packie McReary rescue event (if you complete it, you unlock him for the Casino heist). 

 

However it's incredibly broken, and more often than not it'll be bugged with it turning into a regular police unit (only existing to attack you if you've got a wanted level) or the driver and passenger will simply get out and walk away.
