How modding works for GTA V

Hi, I always play GTA III, VC and SA with mods but I have never installed mods in GTA V. How do mods in GTA V work? GTA V is constantly updated and has components online. I remember news about people getting banned for playing singleplayer with mods. Is there any way I can make a copy of my Steam version of the game, keep it disconnected from the internet to just use it to play singleplayer with mods without worrying about bans or updates that might break previously installed mods?

you can play sp with mods without getting banned fine, you just need to remove them if you're ever playing online, at least that's what i experienced
