It's the opposite for me. GTA cities/locations are a mix of accurate recreations of the real life places and fictional stuff. So to me it makes sense that the same is true for the songs/dialogue on the radio - real life bands/songs, real life locations mentioned in songs, real life celebrities playing themselves as DJs, but also some fictional DJs, fictional news, ads and discussion, and occasionally "fictional" songs created for the game or with references to in-game locations. I think they work together fine. And I don't even think of it as a plot hole. That's like saying the GTA V version of the Griffith Observatory is a plothole because it looks exactly the same as the real life one, or GTA IV's Little Italy is a plothole because it has the same name as the real New York location. Random question, but I do wonder when the real and GTA universes "split".
