I just bought the sub (on sale this week!) and the only upgrade I could afford was the Gun locker. 1) Pravel called saying something about stealing supplies,so I went back on the sub and seen him. He seemed to forget he called me 2 minutes before and didn't say anything about the stealing supplies. How do I do this? 2) I was planning on starting the prep work after I can afford the Sparrow. Do I need the Sparrow? (I want it eventually regardless). Can I use my Buzzard Attack instead? 3) the YTer Tylerious uses the Longfin boat instead of the Sparrow for the actual Heist. You don't need to buy longfin, you do prep to make it (or any other vehicle from prep list) available for finale. Regarding those "supplies" no idea, maybe he was calling about sea caches? But idk if he calls about those. Perhaps you were in public session and Pavel notified about other players delivering prep equipment. You can steal supplies from other players in free roam, never tried it though. No vehicle is mandatory to own to do the preps or the finale other than the submarine itself.
