EAX support for San Andreas?

Is there a mod that unlocks the EAX audio for unsupported hardware in SA? There are mods like that for III and VC and the difference in sound quality is really significant. SA's stock audio on PC sounds flat and in your head on headphones by comparison.

 

PCGamingWiki has a suggestion for that but that specific library crashes the game so it's not a solution.
