NPC behavior when you shoot them

Most NPCs react when you shoot them - they fall. But there are some NPCs in both story and online modes who do not react after being shot like protagonists.  Is there a way to make every NPC in this game to make fall into second category of peds? And I know that I  can play Casino Heist without completing Duggan shipments , but I want to play against enemies with normal amount of health.
