Go Go Monkey Blista not spawning?

First time posting!

 

So I found and photographed all 50 monkey mosaics and got the exclusive clothes for Trevor. But the random event won't stop spawning, I scared the go go monkey guy off like 6 times now and I'm still waiting on that text telling me I got the car.

 

Is this a glitch or am I doing something wrong?

 

Edit: Got it, I was too fast at first. I had to observe the artist for a while (+ taking pics) until the game registered it, now it worked
