Dynamic shadows in GTA IV

In some videos about GTA IV I saw that not just my car but NPC controlled cars produce dynamic shadows during night. But in my game only car that I drive produces them( even with with both  normal  and night shadows  selected to highest option). So how shadows work in this game?
