[SA] Adjusted Mobile Vehicle Shatter

The vehicle.txd from mobile version has a nice overhaul for vehicle's shatter and scratch textures. However, my problem with it is that it has a weird blue tint that when you shoot car glasses in game it would all suddenly turn to blue color. This is my adjusted shatter texture to make the shatter lose the blue tint and more akin to original shatter visual.

The vehicle.txd from this mod contains the adjusted vehicleshatter128 and vehiclescratch64 from mobile, the rest remain original PC textures.
