Could someone help me with WIP Editor mod?

Hello, so I recently downloaded WIP editor so I can customize the map and props in GTA IV to my liking and I always wanted to customize GTA IV's traffic lights to be more like NYC so I want to remove the basic GTA IV ones and replace them with some others that the game has. So, my problem is that I installed WIP editor into my game. The most recent version, and upon load up I enable it, but I am only able to place props down and I can't edit the map at all. It's basically like the trainer where you can add stuff, but you can't actually edit the map. However, I saw a video from the creator that shows that he can delete in-game map props and lights and stuff like that but I can't. I also don't understand how to install this mod. If someone could please guide me step by step of how to install this mod, which version to install, and how to actually use it to edit the map (not just place props) I would very grateful. There aren't any videos of how to install this mod so I don't know. Please someone help as I know this mod has strong potential for me.
