When is this supposed to be set?

The GTA Wiki says "Spring 1998", but that can't be the case because the manual is a newspaper article from October 30th 1998, which clearly shows Mayor Hole is alive, the bridge got delayed again, and Donald Love hasn't done anything yet. Not to mention all the Y2K references and parodying Trump's run for president, both of which happened in 1999. To me it makes way more sense to be set in Spring or Summer of 1999 based on everything I've seen.

It's supposed to be fall 1998. GTAWiki isn't always accurate and you should take it with a grain of salt

I mean not only the manual specifically says October but also the trees have fall colors on them. I'd be more curious as to what proof there is that it takes place in the spring than the fall.

In the spanish translation of the game, at least (not sure if the translation is that reliable), the Callahan bridge is scheduled to be finished by May 1998 (and it's almost finished by the end of the game), according to the information pickup in the Portland end of the bridge. So we can speculate on the game being set in late March or early April, which in conclusion sets the game in Spring 1998.

That's the case in the English version too, it makes no sense since it contradicts the manual, autumn leaves and snow weather effect on psp

im p sure that it’s no surprise that construction projects in LC last comically long. Look at the porter tunnel and how it kept being delayed in III

It's set AFTER October 1998. The Newspaper (manual) is just directly before the events of the game, the LCS website dates e-mails leading up to the game from March 1998 to October 1998. The Callahan Bridge message was to indicate that it has fallen behind schedule, as it was MEANT to be completed for May 1998 but of course it wasn't due to on-going union strikes.
