GTA 4 HUGE stutter when using ENB.

Recently installed TANv2 and Reshade and for some reason when I launch the game, after about 10 seconds at the start menu (not even loaded in), I get HUGE stutter and then eventually just freeze (not crash).

I have no reason to be having this occur. 

 

I literally have an AMD Ryzen 7 5800X and an RTX 3070.
