You have to go to the car meet and buy a membership, I think. Then the options will appear in Foreclosures.

Auto Shop options look great from what I've seen - you can have plain with props, something dark more suited to the new TDU game Solar Crown, something in clean white to match your 10-car garages, a more Barret Jackson-looking thing, another that's full-on 'Smokey and the Bandit'... I need to see more, but so far, it's exactly what I've wanted all these years. 

 

(and the best thing is, two characters means I get to completely bankrupt myself get two, with different customisation options!)
