gta san andreas steam glitch/bug textures and save file

i really don´t know why this happen but when this happens i open my save file and it open from the begining of the game and it occurs every time i open the game i already try to uninstall and install the game but it´s still happening, my copy of the game it´s the one of steam i play on pc and on the last version of the steam game, i have an ryzen 5 2600, 8gb of ram, rx hd 5570 and the OS is windows 10 and here a video of how it look
