If you used to use the now outdated RockstarNexus Downgrader and don't know how to use the Sneed/Various GTA Downgraders. This video helps explain how to use it. the video also shows and helps you how to install Cleo and modloader, and a whole bunch of essential mods, like SlientPatch, Widescreen Fix, Project2DFX, and a whole lot more great mods/patches. Credit for the video goes to Real KeV3n.
