Game can't run at a smooth fps althougt i have a decent computer to run old games

I decided to plat Gta san andreas again But the problem is the game can't run smooth

at all , its like average 20 fps all the time 

I removed Frame limiter Every setting is low 

My pc can run old games and i checked  Multiple benchmarks on youtube for the same pc and it was 200x better than mine

He was getting like 60 fps all the time

My pc specs : Core I5 2550M 4 GB RAM and intel HD 3000 , i mean this specs are more than enough to run a game like gta

I even tried those files that lower your graphic to the max yet only like 2 to 3 fps have been added

Note: All my drivers are updated.

Try disabling the game's Antialiasing, it can inprove the framerate. My game ran at 23/24 fps average with it. when I turned it off, the game ran at 30 fps with frame limiter and 45/50 FPS without it.

I Disabled evey possible setting 

Hell even i played in 600X400 still not a huge improvement

Also They Need 4 gb to 8 gb ram to improve the framerate

This question may seem a little weird and unrrelated, but Did you include gta_sa.exe in the Data Execution Prevention list? I know it's a very good solution to 10-minutes-of-playing crashes, and to the game not executing at all, but maybe you can find the solution suitable to one more problem.
