I know the charged shot got more range than the normal The uncharged railgun shot has a shorter range than the stock cannon but it's not that significant a difference, IIRC it's 10 meters or so. The uncharged railgun also has a slower rate of fire, again not significantly so, but in a hypothetical tank battle vs. a Khanjali with the stock cannon, where both fire as quickly as possible and always hit, the stock cannon will win -- unless the railgun tank can get the stock cannon tank in just the right range where it can hit with a charged shot but the stock tank can't return fire.
