Parking Spots Don't Work

Hey guys. I originally created this topic on Steam but I couldn't find a solution that works. Oddly enough, I seem to be one of the few got this problem, because I couldn't find anything on the internet. 

 

Basically I can't keep any car. I park the car in the spot, but it disappears after restart. Like parking in the street, just gone. I'm playing from the beginnig, so the only spot I got is the one in Roman's glorious mansion. I don't know if others work properly, but I don't think so (addition: south botan one doesn't work either). Please help me get my own car, got tired of stealing one every time I step out.

 

Things I've tried:

-Manually saving the game: I always save manually.

-Parking two cars at once to see if there's an issue with collision detector: One of the cars were still in the spot after restart, then it's gone too. In my second try, both were gone. Plus I can't choose which car to disappear and which one to stay. 

-Verifying game files: Done, no problems.

-Reinstalling the game: Done, still same. 

 

addition: problem seems to be solved temporarily by saving manually, then after restarting, manually loading the save after starting to play. it made me think that rockstar's cloud service causes it.
