A quick question , How do people get this 

HVY Chernobog Livery And RockstarGames didn’t release it in the game I saw people on PS have this livery !!!

Given how it has both an unreleased livery and F1 tires, he either used a merge or a save editor and SP to MP glitch. More likely it's a glitched vehicle.

For me it looks like the chocolate-chip style desert camo in combination with a fancy color.

That's a special Rockstar Games themed camo livery, called "Conveyor", which has never been released for any of the several vehicles that have it available.

 

You can only get it with a merge glitch using a donor vehicle that has a 23rd livery (24th in the list) or using cheat tools on PC.

That looks like the Bully Livery.

 

People obtain it through using SAVE WIZARD on consoles and sharing it through GC2F
