How to fix Gta Vice City "The application or DLL C:\WINDOWS\system32\d3dx9_26 is not a valid Windows image"?

When I play Grand Theft Auto: Vice City on my old computer, an error "The application or DLL C:\WINDOWS\system32\d3dx9_26 is not a valid Windows image. Please check this against your installation disktte." will appear, although I downloaded d3dx9_26.dll file and I pasted it in the system32 folder. Why is this happening? And how to fix it?
