Cursed weapons

Ever wondered why Peds never use certain weapons in this Game, such as SPAZ12, Sawnoff, Minigun, Spray Cans and Fire Extinguishers? Because these weapons are incredibly broken when used by Peds and the Game would be almost impossible to beat.

 

SPAZ12 and Sawnoff

They cause a high amount of damage and after each shot you get stunned for a second and can't move, so you can imagine what would happen if a Ped unloads all shells into you non-stop. You get soft locked and die. Peds only use the normal Shotgun since they have to reload after each shot and give you time to fight back.

 

Minigun

It drains your health to 0 within a second, so self explanatory.

 

Spray Cans and Fire Extinguishers

Once you gets sprayed, you will get stuck in a coughing animation which lasts a couple of seconds. If the Ped keeps spraying, which they usually do, you get soft locked and can't do anything except waiting to die.

 

So yeah this Game could have been a lot more difficult if these weapons weren't player only.

The SPAS 12 is used by a Sindacco in the top floor during You've Had Your Chips, but he's too dumb to use it properly and he can be killed easily. Additional note, the SPAS 12 gets unlocked in Ammu-Nation after that mission (99% sure, I'd have to double-check in main.scm since I edited initial clothing and standard saves won't work).

The Sawn-Off Shotgun is very rarely seen in a ped, but it can be seen. I read that during robbery submission, you can burst into a house which is ocupated by a street criminal (that's his/her stat, there's no particular skin AFAIK), and if he/she wakes up, then he/she will start attacking you with a Sawn-Off Shotgun, making mince meat of you very quickly.

During Drive-By, one of the Ballas in that tunnel below the bridge in Glen Park is carrying a Spray Can, it's difficult to see it until he's killed and the pickup does appear.

And the other two weapons, the Minigun and the Fire Extinguisher, you're right, there isn't any NPC that uses them.

You're half right, actually. A Balla can be seen spraying a Fire Extinguisher on the fire when escaping Smoke's place in the "B part" of the  "End of the Line" mission strand. Not to mention Ken Rosenberg also wields a Fire Extinguisher during "The Meat Business".

I know the (lever-action) Rifle also somewhat stuns the player. I only ever recall it being used by NPCs in Body Harvest. Generally, the Rifle is one of the most useless guns in the game to use against NPCs, but it would have possibly been quite annoying had NPCs been given it more frequently (to use against the player).

 

I believe NPCs only ever use the RPG during Toreno's Last Flight, Los Desperados, and when the "pedestrians have weapons" cheat is activated. (Well, there's also the scripted part in The Da Nang Thang that can't be avoided.) With how fast that thing, and its heat-seeking counterpart, can be spammed, it's great that its NPC use is very sparse.

Just like the shotgun, the only reason the shotgun is more used is because of its short range. And the sniper rifle stuns you too, is used at least by a NPC during Mountain Cloud Boys. Additional note, instead of writing "(lever-action) Rifle" write "Winchester", it's more short and people will relate it as quick as they relate "(lever-action) Rifle".

Nah, I use it over the sniper rifle, and it's too cool to handle. You even have a visual of your surroundings while aiming, as opposed to the sniper rifle.

Not just a Balla, but I'm certain a Vago member uses a fire extinguisher in that mission (End of the Line) as well. Maybe it's something only in PS2 version? I remember seeing that waaaaaay back in the day.

 

Certain melee weapons are never used; the Katana is used very rarely and the flowers/dildo never get used at all, but I assume there's no appropriate context for those to get used in many missions.

Whilst there are NPCs in the last mission who wield the fire extinguisher they won't attack the player under any circumstances iirc.

A katana is used by Hazer in Los Desperados and by Snakehead in The Da Nang Thang. The gifts are never used, @BennyGod's favourite character drops a dildo when killed but if I remember correctly he attacks you with his fists.

While we're talking about melee weapons, I find it strange that the cane has 17 spawning locations, the most out of any melee weapon, but is practically useless.

Yeah, the cane is supposed to be part of the necessary equipment to join the Epsilon Program. I don't know where did whoever got that idea get it from, but if it's true, then R* put too many canes around the map to raise more weird theories about different EP recruiting places. Weird enough, it's in the gifts slot, but (I'm not completely sure) it can't be given as a gift to any girlfriend.

Also the pick up item is barely visible, since its just a thin stick blending in with the background. This is why it gets overseen by many.

It cannot be used as a gift for the girl, but in the weapon.dat file its placed in gifts category

A cane is a typical pimp accessory, though R* didn't exactly nail the looks of one as most tend to be a lot more decorated. Here's a more modest one.

Apart from Spray Can and Fire Extinguisher, R* can technically just lower the accuracy of the wielders of those weapons so they won't be too frustrating to defeat in missions featuring them.
