Game freezing Every 3 seconds

Hello!

 

So I'm having an issue where my GTA freezes literally every 3 seconds, it's unplayable, all my drivers are up to date, I have no windows updates waiting, I've tried uninstalling and reinstalling, my pc should be capable of running GTA at 128+fps
